Material Specialist

ROLE PURPOSE:
The Material Specialist is responsible for end-to-end leadership of inventory and material management, ensuring operational excellence, regulatory compliance, and cost optimization across all company locations, including onshore bases, offshore facilities, and vendor-managed inventories.
Play a core function of supply chain management involving planning and execution of supply chain demands to meet material requirements of the Company business and management of inventory.
This role drives strategic planning, governance, digitalization, and continuous improvement initiatives to enhance inventory control, minimize financial exposure, and maximize asset utilization in alignment with corporate and regulatory requirements.
KEY ACCOUNTABILITIES:
HSSE Compliances & Commitment
Demonstrate HSSE commitment in any activities and actively participate in any Company HSSE initiatives to satisfy the Company HSSE KPI/target.
Ensure equipment is in a safe and good condition, all equipment defects and accidents/incidents / environmental issues are reported in a timely manner to immediate supervisor.
Inventory Management & Optimization
Manage and optimize inventory across all storage locations, including offshore and vendor facilities.
Conduct inventory analysis to drive stock optimization, reduction of excess/obsolete items, and cost savings.
Track inventory trends and implement proactive measures to manage stock levels effectively.
Lead annual stock take exercises and ensure timely submission of reports to PETRONAS.
Material Management and Inventory Control
Responsible for all Inventory Management System (IMS) transactions are updated in a timely and accurate manner. Returned materials shall be correctly coded in the IMS prior to release to the intended destination, with maximum utilisation of Company-approved systems and applications (e.g. Oracle).
Execute, coordinate and work closely with supply bases to ensure effective execution of inventory management activities.
Implement and maintain proper cataloguing (coding) and tagging, with clear item descriptions for material transfers, issuance, replenishment, write-offs, and disposal.
Responsible for inventory accuracy and timely updates of all material movements within the IMS.
Establish effective communication with Production and other relevant functions regarding material availability and inventory status.
Develop, prepare and provide inventory data and relevant reports for statistical analysis and business improvement purposes.
Supervise inspection activities for new, surplus, and scrap materials, ensuring all supporting documentation and records are properly maintained.
Material Planning & Systems
Collaborate with Material Planning teams to ensure MRP accuracy and alignment with operational demand forecasts.
Lead & oversee material master data governance, ensuring data integrity, standardization, and cataloguing excellence.
Drive digitalization initiatives including VISMA and New Way of Working (NWOW) implementation.
Utilize dashboards and analytics tools to monitor KPIs and improve decision-making.
Disposal & Asset Recovery
Lead scrap and surplus material disposal processes in compliance with PETRONAS and regulatory guidelines.
Initiate, coordinate & execute Asset Disposal Forms (ADF), joint inspections, and disposal activities.
Maximize value recovery through re-utilization initiatives and VISMA platform.
Lead in preparing disposal and re-utilization reports/booklets upon completion of each activity.
Governance, Compliance & Audit
Responsible for full compliance with internal policies, PETRONAS requirements, and regulatory standards (PPGUA, PPS, Customs).
Minimize audit exposure and eliminate risks of Non-Cost Recovery (NCR) through strong governance controls.
Lead audit readiness and response, including quarterly inspections and annual audits by PETRONAS and JV partners.
Manage Information Requests (IR) and provide accurate supporting documentation.
Logistics & Operational Back-up Support
Lead & coordinate freight forwarding and logistics activities to ensure cost-effective and efficient operations.
Manage material purchasing controls in alignment with inventory strategies.
Liaise with authorities (e.g., Royal Malaysian Customs) for approvals related to import/export and disposal.
Cost Management
Continuously improve the service level and cost-effectiveness in freight, Inventory/materials management, warehousing, planning and import / export operations.
Maximized potential of tax exemptions as allowed by Laws.
KNOWLEDGE, SKILLS & EXPERIENCE:
Knowledge & Experience:
Sound knowledge of Materials and Inventory Management, including warehouse operations, stock management, and compliance with standard sets and requirements established by stakeholders, particularly PETRONAS.
Working knowledge of general logistics activities, including the Malaysian Master Exemption List, tax and duty exemption processes, and customs tariff requirements.
Past proven experience in the logistics functions with Malaysian Government Ministries / Departments, well verse in statutory and external regulatory requirements.
Must have a minimum of ten (10) years of experience in oil & gas industry, with 7 years' working experience in O&G PAC/PSC's Inventory & Material Management, cataloguing & stock creation and warehouse management.
Qualifications:
Higher Diploma or first Degree or Technical / Professional Certificate in Material Management or equivalent.
Professional qualification is preferred but may be waived subject to experience.
